Earlier this week, graphic photos of Haitian migrants in Del Rio, TX, appeared online. The photos have sparked outrage as U.S. Customs, and Border Control officers were seen with what appeared to be whips, in their hands as enforcement to prevent Haitian men, women, and children from crossing the Rio Grande river. The images aren’t just upsetting to the general public but President Joe Biden’s staff as well, so much so that the Special Envoy to Haiti has resigned from his position.
According to AP News Daniel Foote was appointed to the role in July following the assassination of Haiti’s President Jovenel Moïse. Daniel has resigned from the position in protest of inhumane large-scale expulsions of Haitian migrants to their homeland wracked by civil strife and natural disaster. Daniel also advised Secretary of State Antony Blinken that he will not be associated with the United States’ inhumane, counterproductive decision to deport thousands of Haitian refugees and illegal immigrants to Haiti.
In his statement, he continued writing how the current policy on approaching Haiti remains deeply flawed and that his policy recommendations have been ignored and dismissed. Reports state that Daniel was frustrated with what he considered a lack of urgency at the Capitol with their efforts to improve conditions in Haiti before the increase of migrants in Texas.
With Daniel leaving his role, it couldn’t come at a worse time. His departure leaves a void in U.S. policy toward Haiti as U.S. Ambassador Michele Sison is expected to depart from her role after receiving a nomination to serve in another State Department. The departure of both Daniel and Michele leaves uncertainty about who will take on the role of advocating for Haitians. As issues continue to persist, some individuals have been expelled and many released in the U.S. with notices to report to immigration authorities. Others are being prepared to be deported back to Haiti starting early as this Sunday.
